(CNN) 火星の水を多く含んだ21億年前の隕石(いんせき)が見つかったとして、米国の研究チームが科学誌サイエンス・エクスプレスに研究成果を発表した。

ニューメキシコ大学隕石研究所の研究チームは、火星から来たと思われる隕石を真空管に入れて加熱し、放出された気体を質量分析計を使って調べた。その結果、この気体が火星の水の蒸気であることを確認。

これまでに見つかった火星からの隕石に比べて10倍以上の水の分子が含まれていたことが分かった。カール・エイジー同研究所長は「いわば火星の水が眠りから目覚めたといえる」と話す。

隕石はモロッコで見つかったもので、1個目の発見を受けて探したところ、同様のものが複数見つかった。最も大きいもので手のひらに載るほどの大きさで、重さは320グラムあった。

隕石は噴火でできた火山岩とみられ、水との接触によって鉱物の構造の中に水分が取り込まれた結果、20億年以上たった今もその状態が保たれたとみられる。どんな形状の水と接触していたのかは不明だが、火星の湖または川、地下水、さらには凍土が噴火の熱で溶けた可能性も考えられ、「相当量(の水が)あったことは確か」(エイジー所長)だという。

火星はかつて、現在よりもずっと温暖で湿度が高く、大気と水があったという説が有力だ。今回見つかった隕石は、当時の火星の状態について知る手がかりになると研究チームは期待する。

The two Koreas remain technically at war after their 1950-53 conflict ended with a truce, not a treaty, and relations plunged under South Korean President Lee Myung-bak who cut aid dramatically after the shooting of a South Korean tourist in the North in 2008.

Lee's single term ends in February when he will be replaced by Park Geun-hye, who has pledged engagement with the isolated and impoverished North, whose new leader Kim Jong-un signaled a desire for better ties in a speech on New Year's Day.

South Korea's Ministry of Unification said parliament had approved a 9.1 percent rise in the inter-Korean cooperation fund this year to 1.1 trillion won ($1.03 billion).

"The last offer for talks we made to North Korea was last summer, when the North was suffering from flood damage," said Park Soo-jin, a spokeswoman for the ministry.

"We have made the request countless times, and we can say that the offer (to talk) is still open."

The budget was higher across the board than in 2012, with more money to support exchanges between families that were divided during the Korean War as well as humanitarian aid.

However, it was still well short of the levels seen during the presidency of late former President Roh Moo-hyun, who maintained his predecessor's "sunshine-policy" engagement stance.

Both Roh and his predecessor, Kim Dae-jung, were left-of-centre presidents who sought engagement, pouring hundreds of billions of dollars of state and private aid into the North in a bid to prevent Pyongyang developing nuclear weapons.

The North pushed ahead with its nuclear program and has conducted two tests, in 2006 and 2009, and is believed to be readying a third. Last month it successfully launched a long-range rocket that critics say is aimed at developing missile technology.

Just two weeks after the launch, Kim Jong-un, who took over after his father died in December 2011, called in his New Year's address for "an end to the division of the country" and to "remove confrontation".

Political analysts said that while welcome, the statement would not result in better ties unless North Korea abandoned its nuclear ambitions. North Korea has offered olive branches many times before, only to withdraw the offer later and resume shrill threats of all-out war.

Park, the daughter of South Korea's former ruler, Park Chung-hee, has said she will engage the North, but that it needs to drop its nuclear ambitions.

    PARIS (Reuters) - French health regulators are studying limiting the use of contraceptive pills that carry health risks and will stop reimbursing prescription costs of some types from March, after a woman sued drugmaker Bayer over alleged side-effects.

    An inquiry launched this week by the ANSM health regulator will review prescription practices by doctors, who it says may be over-prescribing higher-risk third and fourth-generation pills.

    While all oral contraceptives are associated with a risk of blood clots, a number of studies suggest the most recent third and fourth-generation pills carry a higher risk than their predecessors.

    The European Medicines Agency says the risk of an embolism, or blood clot, is twice as high for women using third and fourth-generation pills than for those using earlier versions, although it remains low. The risk of a stroke is the same.

    On Wednesday, France's health ministry said it would stop reimbursing prescription costs of third-generation pills from March 31, bringing forward a cut-off date from September 30.

    The moves comes weeks after Marion Larat, 25, sued Germany's Bayer and a French official over a stroke she suffered following use of the third-generation contraceptive pill Meliane.

    An inquiry found her use of the pill could have been responsible for her stroke, which led to partial paralysis. Larat's lawyers argue Bayer should have withdrawn its pill from the market.

    A spokeswoman for Bayer France said on Thursday: "We will assess any allegations once we have received detailed information and we will react appropriately."

    In October, Bayer said it had set aside 200 million euros in the third quarter for litigation in the United States in connection with its Yasmin/Yaz birth control pills, having already agreed to pay $750 million to settle 3,490 legal claims that Yasmin caused blood clots.

    Clots are alleged in a further 3,800 pending cases.

    U.S. health regulators in April added warnings to the labels on newer birth-control pills sold there, saying they may raise the risk of blood clots.

    France's health regulator said new-generation pills, which caught on because they reduced side effects from previous versions such as weight gain and acne, should only be prescribed by specialist doctors.

    Currently gynecologists, midwives and nurses are authorized to prescribe them or renew prescriptions.

    France, which reimburses 100 percent of prescription costs for regular birth-control pills, is under pressure to cut costs and reduce a 8.6- billion-euro deficit in its health system.

    Wendy's moves past '99 cents' with new value menu

    NEW YORK (AP) -- Wendy's no longer thinks a hamburger has to be 99 cents to be a deal.

    The fast-food company known for its Frosty shakes and square burgers has replaced its 99-cent value menu with a beefed up array of options called "Right Price Right Size," with items ranging from 99 cents to $1.99. At a time when costs for meat, cheese and other ingredients are rising, the revamped menu is intended to give budget-minded diners more options, while giving Wendy's more flexibility on pricing.

    The switch to the "Right Price Right Size" value menu reflects the cost pressures facing fast-food chains. Burger King and McDonald's have already moved past the $1 price point, offering tiered value menus that go up to around $2.

    When it was introduced a decade ago, for example, McDonald's Dollar Menu included the Big 'N Tasty burger made with a quarter-pound beef patty. But the Dollar Menu has gradually gotten skimpier, with small fries being taken off the roster last year.

    To ensure the profitability of its new value menu, Wendy's tinkered with the lineup and in some cases raised prices. The Junior Cheeseburger Deluxe now costs $1.19, instead of 99 cents. And for 99 cents, customers now get four chicken nuggets, instead of five. The plain Junior Cheeseburger, which had been taken off the menu, is back at 99 cents.

    In all, there are now seven items that cost 99 cents on the new value menu, down from nine.

    Although items on value menus tend to be less profitable, they play an important role in attracting customers who often end up spending more on other items. In testing over the past year, the "Right Price Right Size" menu not only boosted customer traffic, but also increased the average check size, said Craig Bahner, chief marketing officer at The Wendy's Co.

    "It grew because those customers tend to buy multiple products," Bahner said, noting that the "vast majority" of customers who ordered off the value menu bought items from the regular menu as well.

    Wendy's isn't the only chain to tinker with its value offerings. McDonald's last year introduced its "Extra Value Menu," which offers items closer to the $2 price range. But after sales flagged, the company quickly went back to touting the Dollar Menu in advertising, noting that customers are focused on value in the uncertain economy.

    Howard Penney, a restaurant analyst for Hedgeye Risk Management, said McDonald's return to the Dollar Menu "doesn't make sense" in terms of profitability at a time when beef prices continue to climb. But he noted that Wendy's needs to emphasize value to stay competitive.

    "They have to respond. They can't just ignore it," Penney said.

    Wendy's revamped approach also reflects the twin challenges facing traditional fast-food chains, which are scrambling to improve the reputation of their food even as they cater to budget-minded diners. As the popularity of chains such as Panera Bread Co. and Chipotle Mexican Grill Inc. have raised expectations for food quality, traditional fast-food chains have stepped up their offerings.

    Burger King made its French fries thicker and uses a different kind of bacon on its burgers. Taco Bell — known for its cheap eats — introduced a line of Cantina Bell bowls last year intended to appeal to a slightly more upscale crowd.

    Wendy's, which is based in Dublin, Ohio, has in recent years introduced natural-cut French fries and premium offerings such as Dave's Hot 'N Juicy burger. Even as it touts its new value menu, Bahner says Wendy's won't let up on that premium front. For example, executives have said the chain will introduce new breads for its sandwiches intended to improve perceptions about its food in the year ahead.

    Still, Bahner notes that value menus have long been an important staple in the fast-food industry. And given ongoing macroeconomic trends, he said that emphasis on value will remain critical for years to come.

    Iran says captures two U.S.-made miniature surveillance drones

    DUBAI (Reuters) - Iran has captured two miniature U.S.-made surveillance drones over the past 17 months, Iranian media reported on Wednesday.

    Several drone incidents over the past year have highlighted tension in the Gulf as Iran and the United States flex their military capabilities in the vital oil exporting region in a standoff over Iran's disputed nuclear program.

    The lightweight RQ11 Raven drones were brought down by Iranian air defense units in separate incidents in August 2011 and November 2012, Rear Admiral Amir Rastegari told Fars news agency.

    "Much of the data of these drones has been decoded by the Army's jihad and research center," he said, without elaborating.

    Manufactured by AeroVironment, the RQ11 Raven has a wingspan of 1.36 meters (4.5 feet) and a range of 10 kilometers (6.2 miles) and is used by the U.S. military for low-altitude surveillance.

    Iran said on December 4 that it had captured a U.S. intelligence ScanEagle drone in its air space over the Gulf in the previous few days, but the United States said there was no evidence to support the assertion.

    The U.S. Navy said had not lost any unmanned aircraft in the area. The four-foot (1.25 meter) ScanEagle surveillance drones built by Boeing Co are deployed in the region by the United States military and also by other countries.

    In November, the United States said Iranian warplanes shot at a U.S. drone flying in international air space. Iran said the aircraft had entered its air space to spy on Iranian oil platforms and said it would respond "decisively" to any incursions.

    Help is on the way for parents who lie awake in bed worrying about their newborn babies sleeping in the nursery. New "smart" baby clothing could automatically track infants' breathing and alert parents in case of trouble.

    Parents won't have to directly attach sensors to their infants to achieve peace of mind. Researchers fitted a baby romper suit with a printed circuit board — made of stretchable polyurethane — and commercially available sensors to monitor the breathing in a baby's chest and stomach areas. Such work marks yet another step toward the future of "smart" or "intelligent" clothing that could monitor soldiers and babies alike.

    "The circuit board we have developed can be manufactured using routine industrial processes, meaning a high throughput and, consequently, good cost-efficiency," said Manuel Seckel, a scientist at the Fraunhofer Institute for Reliability and Microintegration IZM in Berlin, Germany.

    Baby suits with the added technological twist could possibly help unravel the mystery of the 4,500 infants in the United States who die suddenly from no obvious cause each year. Health researchers have already set up a database to track cases of sudden unexpected infant death (SUID) to better figure out how to prevent such tragedy. (SUID refers to sudden, unexpected deaths of an infant in which the manner and cause of death are not immediately obvious before an investigation.)

    The smart baby suit fits into a broad array of ideas for so-called smart clothing that could transform ordinary shirts, gloves or even underwear into health-tracking devices. Most of today's smart clothing prototypes typically attach stiff electronic chips or parts to flexible clothing materials.

    But many labs have struggled with the next step of turning hard electronics into soft, stretchable components that work well with clothing. Several research groups have experimented with making special clothing fibers that can act as soft, flexible touch screens and batteries.

    Fraunhofer researchers took a slightly different route by using the stretchable polyurethane circuit board as a middle-man platform for placing electronic components. The positioning is more precise with the printed circuit board compared to placing electronics directly onto clothing materials, Seckel said.

    The stretchable circuit board could also help more than just babies and sleep-deprived parents. For instance, a polyurethane plaster with embedded sensors could help nurses find the right place to apply a pressure bandage to the wounds of a burn patient.

    NEW YORK (AP) — Only a 10 percent chance of showers today, but a 70 percent chance of flu next month.

    That's the kind of forecasting health scientists are trying to move toward, as they increasingly include weather data in their attempts to predict disease outbreaks.

    In one recent study, two scientists reported they could predict — more than seven weeks in advance — when flu season was going to peak in New York City. Theirs was just the latest in a growing wave of computer models that factor in rainfall, temperature or other weather conditions to forecast disease.

    Health officials are excited by this kind of work and the idea that it could be used to fine-tune vaccination campaigns or other disease prevention efforts.

    At the same time, experts note that outbreaks are influenced as much, or more, by human behavior and other factors as by the weather. Some argue weather-based outbreak predictions still have a long way to go. And when government health officials warned in early December that flu season seemed to be off to an early start, they said there was no evidence it was driven by the weather.

    This disease-forecasting concept is not new: Scientists have been working on mathematical models to predict outbreaks for decades and have long factored in the weather. They have known, for example, that temperature and rainfall affect the breeding of mosquitoes that carry malaria, West Nile virus and other dangerous diseases.

    Recent improvements in weather-tracking have helped, including satellite technology and more sophisticated computer data processing.

    As a result, "in the last five years or so, there's been quite an improvement and acceleration" in weather-focused disease modeling, said Ira Longini, a University of Florida biostatistician who's worked on outbreak prediction projects.

    Some models have been labeled successes.

    In the United States, researchers at Johns Hopkins University and the University of New Mexico tried to predict outbreaks of hantavirus in the late 1990s. They used rain and snow data and other information to study patterns of plant growth that attract rodents. People catch the disease from the droppings of infected rodents.

    "We predicted what would happen later that year," said Gregory Glass, a Johns Hopkins researcher who worked on the project.

    More recently, in east Africa, satellites have been used to predict rainfall by measuring sea-surface temperatures and cloud density. That's been used to generate "risk maps" for Rift Valley fever — a virus that spreads from animals to people and in severe cases can cause blindness or death. Researchers have said the system in some cases has given two to six weeks advance warning.

    Last year, other researchers using satellite data in east Africa said they found that a small change in average temperature was a warning sign cholera cases would double within four months.

    "We are getting very close to developing a viable forecasting system" against cholera that can help health officials in African countries ramp up emergency vaccinations and other efforts, said a statement by one of the authors, Rita Reyburn of the International Vaccine Institute in Seoul, South Korea.

    Some diseases are hard to forecast, such as West Nile virus. Last year, the U.S. suffered one of its worst years since the virus arrived in 1999. There were more than 2,600 serious illnesses and nearly 240 deaths.

    Officials said the mild winter, early spring and very hot summer helped spur mosquito breeding and the spread of the virus. But the danger wasn't spread uniformly. In Texas, the Dallas area was particularly hard-hit, while other places, including some with similar weather patterns and the same type of mosquitoes, were not as affected.

    "Why Dallas, and not areas with similar ecological conditions? We don't really know," said Roger Nasci of the Centers for Disease Control and Prevention. He is chief of the CDC branch that tracks insect-borne viruses.

    Some think flu lends itself to outbreak forecasting — there's already a predictability to the annual winter flu season. But that's been tricky, too.

    Seasonal flu reports come from doctors' offices, but those show the disease when it's already spreading. Some researchers have studied tweets on Twitter and searches on Google, but their work has offered a jump of only a week or two on traditional methods.

    In the study of New York City flu cases published last month in the Proceedings of the National Academy of Sciences, the authors said they could forecast, by up to seven weeks, the peak of flu season.

    They designed a model based on weather and flu data from past years, 2003-09. In part, their design was based on earlier studies that found flu virus spreads better when the air is dry and turns colder. They made calculations based on humidity readings and on Google Flu Trends, which tracks how many people are searching each day for information on flu-related topics (often because they're beginning to feel ill).

    Using that model, they hope to try real-time predictions as early as next year, said Jeffrey Shaman of Columbia University, who led the work.

    "It's certainly exciting," said Lyn Finelli, the CDC's flu surveillance chief. She said the CDC supports Shaman's work, but agency officials are eager to see follow-up studies showing the model can predict flu trends in places different from New York, like Miami.

    Despite the optimism by some, Dr. Edward Ryan, a Harvard University professor of immunology and infectious diseases, is cautious about weather-based prediction models. "I'm not sure any of them are ready for prime time," he said.

    NJ gov: House inaction on Sandy aid 'inexcusable'

    NEWARK, N.J. (AP) -- New Jersey Gov. Chris Christie blasted U.S. House Speaker John Boehner on Wednesday for delaying a vote on federal Superstorm Sandy relief, calling the speaker's action "inexcusable."

    "We respond to natural disasters not as Republicans or Democrats, but as Americans ... at least we did until last night," Christie said at a State House news conference. Both Christie and Boehner are Republicans.

    Christie said he spent Monday and Tuesday on the phone with members of the House across the country — including many for whom he campaigned last year — pressing for their support for the $60 billion bill. He said he believed the measure would have passed had a vote been allowed.

    The Republican governor said the House was playing politics with the aid and that it's hurting people in New Jersey, New York and Connecticut who are relying on aid decisions to be able to repair their homes, reopen businesses and make decisions about how to rebuild after the storm of two months ago.

    He pointed out it's been two months since the Oct. 29 storm came ashore in New Jersey. After other hurricanes, Congress voted on aid packages within a month.

    Christie, one of the nation's highest-profile Republicans, praised other congressional leaders and New Jersey's delegation and hinted that Boehner's decision Tuesday might lead Christie to campaign against some members of his party who also acted to delay a vote on the aid. "Primaries are an ugly thing," he said.

    Other New Jersey officials also said Boehner's decision hurt the region.

    U.S. Rep. Bill Pascrell, a New Jersey Democrat, said he was prepared to do all he can to make sure a package passes.

    "As we say in Jersey, take the gloves off," Pascrell said. "This is a Jersey fight."

    He suggested the governors of the storm-damaged states sue Congress for the money.

    "I would advise the governors to put their heads together and sue us," the congressman said. "If this isn't prejudicial, I don't know what is."

    Democratic Assemblyman John Wisniewski of Sayreville, whose district sustained storm damage, said Republican Boehner's decision not to bring a storm relief bill to a vote was "a complete abdication of his responsibility as speaker of the U.S. House of Representatives."

    And on the House floor, New Jersey's Republican Rep. Frank LoBiondo said that every day that goes by compounds problems for storm survivors. He said Democrats and Republicans worked hard to put a package together and the measure had enough support to pass.

    "This isn't about people getting a sun tan. This is about jobs and the economy, a $40 million tourist business that relies on the summer season," LoBiondo said.

    Storm returns to TV 3 weeks after grill accident

    With a wave of her bandaged left hand, and boosted by well wishes from Dr. Phil, Chris Evert and even a young woman she once babysat, Hannah Storm returned to a most comfortable setting — talking in front of a TV camera.

    The ESPN anchor hosted the Rose Parade telecast Tuesday in her first on-air appearance since sustaining first- and second-degree burns to her face, hands, chest and neck in a propane gas grill accident Dec. 11.

    "I was just so happy to be there, so grateful," she said by phone from Pasadena, Calif. "It took a lot out of me, but it went great."

    Storm lost roughly half her hair in the accident outside her home in Connecticut. She wore extensions for the two-hour show on ABC. Storm's eyebrows and eyelashes also were burned off. When a makeup artist brushed on her first eyebrow, "I wanted to kiss her, it looked so good," she said.

    This was the fifth time Storm served as TV host for the Rose Parade. She said working alongside her former "SportsCenter" co-anchor, "Good Morning America" host Josh Elliott, eased her way.

    She said it was to her benefit that she could ad-lib through the show. She's left-handed, and the burns and an infection make it hard to turn pages on a script or take notes.

    "I could be myself today, just talking and reacting to what I saw," she said. "It was a very familiar place."

    She was warmed, too, by having her three daughters with her in California — 15-year-old Hannah, 14-year-old Ellery and 11-year-old Riley. There are, incidentally, four generations of Hannahs in the family, with Storm's mother and grandmother also sharing that first name.

    "It was good that the girls got to see mommy doing what she usually does. Being on TV, being on the set, that brings a sense of normalcy," she said.

    Storm cautioned that her return to the air just three weeks after being injured was far from normal. The fiery explosion left flame marks on her neck, and doctors have told her to keep the most seriously burned areas out of direct sunlight for six months. Dressing and showering are still difficult, too.

    "This hair wasn't real, these eyebrows weren't real," she said. "It's important to remember burns take a long time to heal."

    During the telecast, she thanked everyone from the Trauma and Burn Center at Westchester Medical Center who treated her. Her husband, NBC sportscaster Dan Hicks, rearranged his schedule to stay home during her recovery.

    Storm has received bunches of calls, texts, emails, tweets and other supportive messages. Tennis star Mardy Fish, ESPN colleagues Dick Vitale and John Kruk, and the Rev. John Jenkins, president of her alma mater Notre Dame, were among those reaching out to the popular broadcaster and producer.

    Storm will wait to see when she rejoins "SportsCenter" in Bristol, Conn. She hoped to anchor Sunday, but wants to see how she feels this week.

    In the meantime, Storm plans to turn her ordeal into an opportunity to talk about how to safely operate propane gas grills.

    Storm was injured when she tried to re-ignite the grill after the flame had gone out. She shut off the gas and when she turned it back on "there was an explosion and this wall of fire came at me in an instant."

    Storm said two people she worked with Tuesday said they'd been burned in similar accidents.

    "A lot of people are afraid of grills," she said. "I think this will be a good chance to talk about safety."
